A Certificate of Competency (CoC) identifies a seafarer’s capacity or role. Depending on the service requested, support may include CoC applications or upgrades, flag endorsements, seaman’s books, and related course planning. Enquiries may relate to routes associated with Liberia, Cook Islands, Panama, Belize, Palau, Montserrat and Honduras; availability and eligibility must be confirmed for each case with the relevant administration.
Requirements are not interchangeable between flags. The administration determines whether it can consider an application, which certificate or document is relevant, and what evidence is needed. A seaman’s book, a CoC and an endorsement serve different purposes; our team can help identify which inquiry fits your circumstances.
Eligibility, experience and qualifications
Applications are assessed against the requested capacity and flag, the applicant’s current and previous certificates, training, education where relevant, and documented sea service. Requirements can differ between deck, engine, electrotechnical and rating positions, and between initial applications, renewals or upgrades. Prior certificates or service do not by themselves establish eligibility.
Prepare a clear account of your current rank, requested rank or capacity, certificate-issuing country, relevant vessel experience and intended flag. Sea-service evidence may include service records or employer letters, but the administration’s current rules determine what it accepts. Confirm the applicable course and sea-service requirements for your chosen route.
Flag recognition and medical-certificate acceptance can depend on the administration and individual circumstances. Confirm applicable requirements before arranging a medical examination, course or application.
Preparing an application
After the route is confirmed, the administration may request some or all of the following, depending on the application:
- Completed, applicable application form and any required declaration or affidavit.
- Current and previous CoCs, licenses, endorsements and relevant GMDSS credentials, where applicable.
- Sea-service records, seaman’s book pages or employer letters that support the requested capacity.
- Relevant STCW training certificates and other course records.
- Medical evidence that meets the applicable flag requirements, if required.
- Passport details, photograph, signature and contact information, when requested.
Requirements and document versions can change. The team can confirm which items apply and whether copies, translations, attestations or additional evidence are needed. Do not email passport, medical, identity or other sensitive documents; contact the team first for a secure delivery method.

Flag endorsements and recognition
An endorsement may record a flag administration’s recognition of an underlying certificate or specified training. The underlying certificate, course and requested flag matter: applications generally need to be considered against the original qualification and the administration’s rules. A certificate or endorsement from one flag should not be assumed to substitute for another flag’s requirements.
For an inquiry, identify the flag and vessel context, provide the type and issuing country of your original certificate, and note whether you are seeking recognition of a CoC, GMDSS qualification or course. Current acceptance, supporting documents and any service conditions must be checked with the administration. Confirm any permission to serve while an application is pending directly with the administration.
STCW courses and training records
Course needs depend on the applicant’s role, existing qualifications and application route. Training enquiries may concern basic safety and security training, advanced firefighting, survival craft, medical training, tanker-related courses, bridge and engine-room resource management, radar and ARPA, ECDIS, GMDSS, leadership, and other role-specific subjects. This is an illustrative range, not a requirement list for every seafarer.
Before booking training, confirm that the course is appropriate and that the training provider and certificate will be accepted for the intended application. Keep course certificates and any required evidence of completion available for review. Requirements for course validity, refreshers or renewal must be confirmed under current administration rules.
Review and next steps
Application support may involve an initial document check and follow-up to clarify the applicant’s record. Depending on the route, the process may include verification of certificates, training and sea service, and, for some CoC routes, familiarization, assessment or examination steps. Whether any of these apply is determined by the current flag process and the individual case; no assessment or outcome is guaranteed.
